Endless Harbor

The so-called ‘Empire’, Hance is the archipelago of isles ruled by the Halflings, who administer their dominion with an exceedingly well-organized navy. Hance has an incredibly complicated and varied governmental system, as the Halflings have negotiated a myriad of different colonial deals for every slice of territory they've conquered in The Crossing, believing that territorial advancement needs to be taken in a case-by-case basis, depending on the populations that live there. Despite its convolution, Halfling administrators are rigorously trained to navigate this complicated system, which they usually excell at.
A province of Hance is populated by the Gullica; the subrace of the Aaratica that were defeated by the Halflings and, overtime, integrated into Hannish society. Their province is almost indistinguishable from other Halfling settlements.
The few settlements that are inland on the continent are small and heavily fortified, as the Halflings place more trust in their naval capabilities than they do on their armies.
