Tawny Newport takes up the charge to throw the most outrageous New Year's Eve party in the history of the City, as befitting the change of the millennium. It is held in the heart of Downtown, spilling out across from City Hall into the streets and nearby parks. There are carnival acts and street performers, expensive beers and cheap champagne, and all the City is invited to the general merriment. Inside City hall itself, Tawny oversees a much more elite affair, with exotic animals, the most popular performers, and a variety of state-altering amusements. All who attend swear it lasts for days on end, and while memories are vague, it is declared a triumphant success.   Behind the scenes, Tawny works with her crew of fellow rifts to prevent a catastrophe from occurring when the clock hits midnight. Most of her crew regress to sleepers as a result of the energy expended, and Tawny herself begins to retire from the limelight afterwards, but they are successful.
