Stewards Intelligence Report: The Ranking of Criminals By Risk Assessment

As local law enforcement in the Pact Worlds are often in interested in how we determine the depth of the involvement of the Stewards in the pursuit of criminals, we have decided to release the following report.   In our organization, those who violate the law are ranked by their danger to the public, starting at a planetary scale, and moving towards galactic. While we only pursue criminals in the jurisdiction of the Stewards, it is sometimes in our interest to rank high-profile criminals from other star systems. The advantage of this is two-fold. Should the criminal come to the Pact Worlds, we have an existing analysis on the danger they pose to our citizens. While no ranking is a guarantee, this also gives our contractors a framework for determining what jobs are outside their risk appetite, and helps guide the Bounty Department with pricing.   A description of each class is described below:
  • F-Class: This class includes any individual that has committed a felony. All criminals at this status or higher are branded with a Mark of Judgement upon capture.
  • D-Class: Criminals that achieve D-Class often have the capability to traverse a planet with ease, and typically have a small gang of F-Class criminals beneath them.
  • C-Class: These criminals are capable of traversing the galaxy, and typically have some kind of financial backing. They often own their own starship, or are apart of a larger crew that provides starships to aspiring leaders. It is often at this stage that the Stewards become involved in a criminal's capture.
  • B-Class: B-Class criminals are often leaders of large criminal organizations (1,000+), usually with support from a corrupt corporation, terrorist organization, or cult. They may hold dominion over an entire metropolis, or - at the very least - are capable of bringing ruin to a local area.
  • A-Class: This rank of criminals are defined by their ability to take over or destroy the civilization of a single planet, either individually or with the organized criminal underbelly at their command. A-Class criminals are killed as often as they are captured, and rarely serve anything less than a life sentence.
  • S-Class: S-Class criminals are intergalactic terrorists, leaders of prolific cults, infamous pirates with a legion of starships, or mad scientists bent on taking over the Pact Worlds. They are officially registered "kill on sight" targets by the Stewards, and have all civil rights waived upon reaching S-Class status. They are imprisoned only if there is great reason for mercy, a line of judgement that is often too steeped in classified information to be shared with the general public.
