83 Below

Outpost 83 is not very large, so while the Boardwalk does have two civilian-run restaurants and three holodecks, it doesn't have any kind of bar. As such, one of the holodecks is usually left running as a bar. There are several different kinds of establishments people sometimes change it to, including a 1970s Earth disco, a Denobulan rave, and a Klingon drinking hall, but most people have gotten used to it being an Andorian skate bar.
An Andorian skate bar has a lot in common with a human biker bar. Andorians have a vehicle called a hyperskate, kind of a hover bike but with a single big ice skate in front that touches the ground for both steering and stability. The vehicles are of course incredibly dangerous, and can reach speeds of 300 kmh on a smooth surface.
In a case of convergent development, the Andorian skate enthusiast clubs developed along a similar path (and earned similar rebellious and criminal reputations) as the motorcycle clubs of Earth. Unlike motorcycle clubs' system of jacket patches to denote allegiance and ranks, skate clubs use Andorian yak fur scarves that they continually add to, with different colors, patterns, and textures serving as a record of a member's history with the organization. Once the Federation formed, there ended up being a lot of crossover between the motorcycle clubs and the skate clubs, so now the groups look very similar. Obviously all such groups have put any criminal ties behind them, but many still wear the jackets, patches, scarves, and ranks of their predecessor organizations.
As to the bar in the holodeck, it's called "83 Below", and looks like it's carved into a glacial ice cavern. The bartender is a muscular, nearly cobalt blue, female Andorian character that goes by the name Dido. Because the program is rarely turned off and has never been reset, Dido has developed a certain degree of self-awareness and a high level of bartending skill. She prides herself on her ability to mix any drink in the galaxy. The temperature of the bar is kept quite cold, and drinks are served traditional Andorian style in cups and tankards made of ice.
Though Klingons usually hate the cold, most of the ones stationed on Outpost 83 actually enjoy this bar, in no small part because the environment is always welcoming of a healthy brawl. But more than that, the station residents, Klingon and Federation alike, have formed their own local skate club, which has done a lot to unify the disparate crews. Many members have programmed up their own hyperskates to tinker with in the adjoining garage, and the club sometimes hosts shows, races, and skate jousts to show off their creations.
