Staten Island

Controlled by Power in name only, the leaders from the Hermetic Order Of The Obsidian Dawn are so disinterested in territory and (Ironically) power that Staten Island is almost anarchic in its lack of leadership. No one is expected to follow any laws or show any deference to a hierarchy, as long as they clean up after themselves and don't get in the way of the mages' schemes.
While this may make Staten Island sound like an ideal settlement, this lack of policing also leads the borough to plagued by the most vicious of monsters, those whom none of the other factions will allow. Most notable, the borough has become home to a notable number of Slashers.
