Emperor of Corcelle

It is the solemn duty of His Imperial Eminence to protect and preserve the Grand Order of Corcelle. He is the guardian of Corcellean security and defense, tasked with upholding justice and bringing harmony to the realm. By setting the policies of Corcelle, he determines the fate of the empire: from taxation and lawmaking to foreign relations and the making of war and peace. And what greater responsibility does he possess than the mandate of the Goddess Herself in service as the Herald of Telene, upholder of order and preservation? He invokes her blessed wisdom and shines as a beacon of eternal, orderly progress to all the mortal realms of Luralon.
~ Grand Iarizar Ilso Juaz, during the coronation of Ponrose I, 658 PL

Requirements

In order to ascend to the throne of Corcelle, one must be amember of the Imperial Family in the direct line of descent of Bertrande I, who, it is said, was chosen by the goddess Telene herself to rule the empire. This divine mandate is passed down through the generations, with the reigning Emperor annointed by the goddess to serve as her Herald and guide the empire according to her principles of order and preservation. In addition to this sacred duty, the Emperor must also be of sound mind and body, capable of fulfilling the demands of their high office and maintaining Telene's mandate.

Appointment

The Imperial Crown is inherited through primogeniture, with the previous Emperor's firstborn son (or daughter in the absence of the former) ascending to the throne by rights. However, the Telenic Church, the official state religion of Corcelle, plays a significant role in the appointment process.

During times of transition, the Telenic clergy closely observes for omens and signs of divine revelation, seeking to confirm the will of Telene, the goddess of order and preservation. Upon the death of an Emperor, the Telenic clergy will ceremonially confer the title of Herald of Telene upon the chosen successor, signifying the divine right to rule and the sacred trust to preserve the empire.

The coronation of a new Emperor is a grand and elaborate ceremony, attended by dignitaries and officials from all corners of the empire, as well as esteemed guests from allied kingdoms. It is a momentous occasion, marking the beginning of a new era and the transition of power. The coronation ceremony includes a variety of rituals and traditions, all designed to consecrate the new ruler and invoke the blessings of Telene upon their reign. Upon completion of the ceremony, the new Emperor is officially invested with the authority to rule and is given the full weight of the imperial crown.

Duties

The Herald of Telene

As the Herald of Telene, the Emperor of Corcelle is responsible for seeking the guidance and blessing of Telene, the goddess of order and preservation, in matters of governance, law, war and peace, and foreign policy. They are also responsible for ensuring that their actions and policies align with the values and principles of the Telenic Church.

Order and Preservation

In line with their role as Herald of Telene, the Emperor is responsible for maintaining stability and order throughout the Empire. This includes ensuring the security and defense of the empire. They must also uphold justice and maintain the rule of law throughout the Corcellean dominion.

Responsibilities

Statecraft and Policymaking

As the head of state and government, the Emperor is responsible for setting the overall direction and policies of the Empire. This includes making decisions on issues such as taxation, trade, and foreign relations.

Lawmaking

The Emperor has the power to make and promulgate laws that apply throughout the Empire. They also have the ability to veto laws passed by either house of the Orderly Council of Lawmakers.

Foreign Relations

As the head of state, the Emperor of Corcelle is responsible for representing the Empire internationally and for maintaining relations with other countries. They are the final arbiter of the shape and scope of the official foreign policy of the Corcellean Empire.

War and Peace

As leader of the Corcellean armed forces, the Emperor holds the ultimate authority to go to war or make peace with other nations. This ruler dons the mantle of leadership when Corcelle is embroiled in battle. During times of war, they also assume supreme command of the military's efforts. It is not uncommon for the Emperor to personally lead his troops into battle during wartime.

Appointing and dismissing officials

The Emperor retains the authority to appoint and dismiss officials and ministers and to create and dissolve government bodies as deemed necessary. By placing key personnel in positions of power, they exert a significant amount of control over the government's daily activities.

Grounds for Removal/Dismissal

As the autocratic leader of the Corcellean Empire, there is no formal means for removal of the sovereign outside of death or conquest. Theoretically, if the Emperor was excommunicated from the Telenic Church or otherwise found to be a heretic, they would forfeit the mandate of the goddess and their position as ruler. However, this is highly unlikely, as the Grand Matriarch of the Telenic Order has always been a close confidant of the Emperor and is typically of their own family line.
