The scion population is moved into a separate living space.

It's segregation, or at least the start of it. The idea is that they have such unusual family structures that can be disruptive to those around them that moving them to a separate space of their own is only reasonable. No one wants to rub their normalcy in these people's faces, after all.   In theory, the housing is the same. In practice, it's brand new stuff built very plainly in the largest segment of space that was left in a sector.   This is viewed as a win for cardinates, since they don't have to suffer as much seeing a baby that might be theirs raised by someone else.
