Scion children are treason

Scions who have children are declared to be treasonous, as having too many children threatens the integrity of society and the safety of the Dome.

Scion children aren't common, as birth control is one of the few technologies that is well developed at this point (they're not really developing in a lot of ways as a tech power). But they do happen, and until this point it was merely frowned upon and censured. After this decision, however, labeling it treasonous means that those who have these children are executed. The child is spared, but left as an orphan.   There are exceptions where rape is involved, where the parent who was raped is allowed to live. There are also a few legal exceptions built in for teen pregnancies as it's deemed that they're not necessarily able to control themselves. With this in mind, underage cases are dealt with on a case by case basis.   But it's a big deal, and it's actually a crime.
