The educational system of the Dome is rebalanced to reflect the fact that some scions are going to need to be able to keep up with their cardinate peers.

After several cases of major educational deficiencies in Equivalents, the system undergoes a lot of changes to make sure that Orphans are being taught the same skills as their fellows. This is a good thing. They're still going into separate classrooms, leading largely separate lives, but they're being taught to live in normal society instead of being relegated solely to be janitors.   Eventually this leads to Orphans elementary age and younger being included in the same classes as Constituent children. This leads to slightly less prejudice against "other" children.   As of about age 10, the classes are segregated again, but efforts are made to teach the same subjects, usually by the same teachers (just different classes). They need to be capable of keeping up with whatever their Counterpart was meant to do.   This leads to marginally better quality of life for most Orphans, and eventually better access to the library systems. Not really better jobs on the whole, but some are able to gain better positions. (There's still significant prejudice against them, but the really truly skilled are allowed to do better based on merit.)
