The Community Foundation Charter
The Community Foundation charter was established in 2092 A5 by King Illiath Karmaline I to encourage the settling of Evermere's untamed regions.
It defines a royal settlement and independent settlement and explains the rights and responsibilities of both. There is a great deal of information held within those pages but they essentially boil down to the following;
Independent settlement.
- Any settlement of at least 12 people must choose, by election or similar means, an official representative who will act as legal and social overseer, fo mally this person is referred to as the marshall, though the community may know them by another title. This person acts as the both head of the constabulary and as the governor.
- Independent settlements are not protected by the King or Queens armies except where otherwise specified.
- Independent settlements are not expected to pay tax on the land to the crown, only on trade.
- Independent settlements may claim land freely, as long as there is no conflict of claim.
- A claim is valid if a person has been living on and/or cultivating the land for at least 20 days of each calendar month for 6 months or has laid claim for a period greater than 10 years.
- A valid claim will be supported by the crown.
- A settlements independence is subject to review by the nobility that oversees the land. If it has a population of 20 or more people it may be redefined as a royal settlement.
- All existing claims will be upheld.
- Once a settlement is given royal status, any unclaimed land within the bounds of the settlement is claimed by the crown. Rights can be transferred as reward of for payment.
- The settlement will be subject to full taxation as established by the overseeing nobility.
- The settlement will have the right to request a permanent militia, or funds to employ one.
- The settlement will have the right to request military aid from the crowns armies and crisis aid during enviromental and sickness events.
- All elections or decisions regarding the appointment of local officials become subject to scrutiny by the nobility that oversees the land.
