The State of the Federation

The year, according to Earth's reckoning, is 2165. The First Earth-Romulan War ended five years ago. In a climactic battle, Earth successfully repelled the invaders, but only with the assistance of allies from the planets Vulcan, Andoria, and Tellar Prime. The immediate threat posed by the Romulan Star Empire has been quashed; it is time to look ahead... to explore... to discover and befriend other cultures spread throughout our vast galaxy.

A year after the war ended - four years ago - the United Earth spearheaded the formation of an organization that optimistically looked ahead to a brighter, better future for all in the galaxy. This would be a much more organized, structured, and anbitious alliance than the Coalition of Planets had been. That association of Humans, Vulcans, Andorians, and Tellarites had been focused on survival in the face of a common enemy. But with the signing of the Charter that marked the birth of the United Federation of Planets four years ago, the allies sought to lay the foundation for a peaceful galaxy in which all species and their cultures could thrive and benefit from mutual cooperation and support.

Given its more or less central location among the founding members, and its pivotal and tireless efforts in the defeat of the Roomulan threat, it was agreed that Earth and the Sol system would be host planet for the core organizations of this new Federation. The city of Paris, historical capital of the former nation-state of France, was chosen as the site of the main governing bodies: the legislative Federation Council and the executive offices of the Federation President.

Politics

The main objective of the first members of the Federation Council was to get the fledgling organization up and running. Four years into this effort, there was still a lot of infighting going on with regard to how departments, bureaus, and committees should be organized, and who should be in charge of what. Starfleet was probably the most organized component of the young Federation, thanks to its extensive pre-existance as an organization under the United Earth's banner, but it still struggled with issues attempting to integrate other species into aa coherent whole.

Several factions on Earth were not pleased with the very concept of the UFP. A xenophobic extremist group that called itself Terra Prime had been in existence for over 60 years before Earth's conflicts with the Xindi and then Romulans. Responsible for actions ranging from protests outside non-human embassies to terrorist bombings and assassinations, this group was a constant threat to the mission of the Federation. Other, smaller groups existed, but were generally less dangerous.

Earth was not alone in dealing with xenophobic and or native supremacist attitudes and organizations. Andorian and Tellarite factions existed that felt Humans were given too much power and responsibility in the new Federation. Many Vulcans felt this way as well, but their dissatisfaction was demonstrated in far more subtle ways. Andorian - Vulcan animosity did not disappear with the signing of the Charter either.
