The Glacier Empire, while it presents itself as a singular kingdom, it is actually five kingdoms unified under one High King, who is effectively the Emperor. Each kingdom has a city that acts as its capital, these are referred to as hold capitals.

The notable mentions, are large cities, that are not officially hold capitals but could be if they were needed to be due to their size.
