Magic Item Permits

While common and uncommon magic items pose little concern for Duskhan civil authorities, more rare items are often much more powerful or dangerous. To ensure public safety (and prevent accidents, such as accidental self-inflicted beheadings, immolation, civic destruction, and the like) the Empire of Duskh has implemented a Permit system.   When encountering an item suspected of being magical but uncertain whether a permit is required, a person can bring the item in to their local Archivist for identification. Archivists usually charge a nominal fee of 5 gold crowns at most for this service. This will identify the item and all its magical properties -- though they cannot detect the presence of any curse.   The Archivist evaluating the item may then determine the relative quality of the item.  
  1. Common - no permit necessary.
  2. Uncommon - no permit necessary.
  3. Rare - permit required. Fee is 500 Gold Crowns, or 100 gp if proof of membership in an appropriate Guild is shown.
  4. Very Rare - permit required. Fee is 5,000 Gold Crowns or 1,000 gp if proof of membership in an appropriate Guild is shown.
  5. Legendary - permit required. Fee is 50,000 Gold Crowns, or 10,000 gp if proof of membership in an appropriate Guild is shown.
  Once a permit is purchased, it covers any magic items owned of the permit rank and lower. So, if a person possesses a Very Rare magic item permit, they may own any number of magic items up to and including the rank of Very Rare.   Failure to have the appropriate permit can result in the offending magic items being seized by the Watch. Thus, adventurers short on funds might take out a loan to pay for the permit in hopes they can pay that off later. Unfortunately, there is no compensation afforded for items seized by the local Watch.   If a permit was lost or destroyed, a character can have a copy made at the local Archive for a modest fee of 1 gold crown. Since The Archives has branches in all the major cities of the empire share information such as this, a permit can be re-issued at the local Archive of any major city.
