Pulchaic Autocracy

Although ruled over by Kings, the Elves are a society governed by a collective group known as the Pulcharch. They are chosen as the most beautiful members of society. They are pulled from Gwychristique, Gwaedadref, Daffy Hylif and even Alvavik.
They vote on how their world council will act once every 5 years, or are pulled together for dire circumstance at irregular intervals.
