Grimscale Hlothran is an agent of the Ebon Axes. The Player Party first encountered him in an Axes safehouse in Heart Of Shards' Midnight Expanse, where he had traveled to organize the local group of Axes, helping them ship both primed and unprimed crystals between Beacon and Eleth Lilanor. He was given charge of the Axes' plot to set off an explosion on the tram between Beacon and Heart of Shards, and was then called back to Eleth Lilanor to obtain a particular golden poker chip from Kina Veslynd, a high-profile gambler.
While most of the lower-level Ebon Axe operatives are little more than thugs, Grimscale displays a higher degree of cunning, and he has mastered at least some magic, proving himself capable of teleporting himself to avoid detection or danger.
