The Gubru Empire's practice is to leave routine administration of it's bases to the local Jânešin, and Citadel Osprey is no exception. As is typical, Kraai make up the bulk of the administrative staff, and a Kraai was elevated to Jânešin-Pro-tempus when the Gubru Jânešin died in a hunting accident 5 years ago. ________ has exceeded expectations, improving local relations, particularly with the Kath, reinvigorated the Gubru markets and industry by opening it to local use, and actively collaborating with local industry and traders. A local advisory council has been formed (an innovation rare in the empire), which has dramatically increased local agriculture, aquaculture, and security.

History
Citadel Osprey began as an anchorage off an island when the original expedition of the Seek and Declare discovered and explored the reef.
A large deep water bay was found windward sheltered from the powerful Storm Winds and with two defensible points of entry. Over generations, the Citadel grew in collaboration with the native Noor and Kath. The Frosch had little interest in this area of the reef. The Kath became concerned when more of their villages were becoming crowded. Finally, the previous Jânešin took an abrupt hard-line approach, ordering the Vonu and Kobold troops to forcibly remove the Kath to other islands.
Due to the intercession of the Noor and the Kraai administrator, fatalities were avoided, but not before deep animosities were bred.
