The Paxander Dungeons
While Paxander was, as a rule, considered a socially enlightened and altruistic city, it had its fair share of ne'er do wells and delinquents. This necessitated a judicial system, and an equitable penal system was envisioned and enacted in due course. As the city evolved, so too did its justice system, and after a number of centuries it had become a behemoth of red tape and form letters. Lawyers sprang up, and talented examples of such could very often wiggle their clients out of any serious punishment with some fast-talk and a few nights of legal research. After a while, The Law became one of the most lucrative businesses in the City of the Elves, and as such, the lawyers became some of the most influential and powerful people in Paxander.
In the meantime, those few dregs of Paxander's population that needed to be removed from society were either sent to long term rehabilitative facilities, known colloquially as asylums, or to a specially built prison in the heavily forested eastern borderlands. This prison, known as The Gulag, was meant for the worst of the worst; those deemed unredeemable by the elves' justice system. The facility became the punishment, over time, as opposed to a protection for the population, and after a time criminal elves were sentenced to certain amounts of time at The Gulag depending on the crime committed. This shift in the dynamic eventually led to time in the facility being used as a social deterrent, again as opposed to a population protectant. This eventually led to a prison industrial complex as the number of prisoners inevitable grew and grew, but the original Gulag was always thought of as the worst of them.
Purpose / Function
The Gulag, as the prison was known colloquially, was originally meant for the worst of Paxanders offenders; the violent, and the depraved. It was built as a reasonably comfortable place, at first, and was altered over time to become the horror that it was by the time Paxander was destroyed.
Alterations
The Gulag was originally built as a comfortable prison to protect the population of the City of Paxander from the most violent and depraved amongst the criminal element. Over time, it was turned into a hellacious punishment in a tortuous environment, becoming one of the most evil penalties in the civilized world.
Most recently, the prisons have been cleaned up somewhat, and turned into barracks for V'peef Sujo's platoon of Kobolds.
Architecture
The rooms and halls are a standard eight feet high, with doors and archways guarded by iron barred gateways. The stone walls are, for the most part, undressed, except for torch sconces and decorative shields representing the different legal factions of Paxander. The stones of the walls are cut from the sandy brown bedrock of the forested hills these dissolution tunnels run through, set with mortar that was also made of locally sourced sand and cement. The torches, like most Elven lighting devices, light with a cold flame once anyone comes within sight of them, and stay lit for twenty four hours unless they are being actively used. The floor is stone cut straight out of the hills, only tiled in certain places as necessitated situationally. Drains and running water are supplied to the dissection rooms, which the kobolds are using as latrines, and staff quarters, where the kobolds officers sleep and spend time.
The tunnels rise and fall in several places, accessible by cut-stone stairways. One must think three dimensionally to properly understand the layout of this dungeon.
Defenses
A number of traps have been disabled for the safety of the kobolds stationed there. The traps in the lower levels, below level two, where V'peef's kobolds are not allowed, are still fully functional, and described on the map. The locks and chains are still fully functional, and while unsused, they are wonderful tools that V'peef's commanders use to maintain discipline within the kobold ranks.
