The Silent Whispers

Structure

The Silent Whispers is a small, elite guild specializing in thievery and assassination. The origanization keeps very few people on staff, notably just the guild leader and a handful of handlers. 
Each handler, known only by nickname, is responsible for getting jobs done in an efficient fashion using contractors who do not know their employers well enough that they could give them up. 
Contractors are often found in seedy pubs or are sought out after they do something notable. Very few contractors are kept on for more than one job lest they learn too much about the organization.

Culture

The Silent Whispers pride themselves in being an impenetrable organization. Only the most proficient thieves and murders are even aware of their existence. 
Within the criminal underworld, the Silent Whispers are who you go to when you need a job done discretely. The guild will avoid high profile jobs because they value discretion more than anything else.
