Velia
The sound of raucous merriment precedes the appearance of the gates of Velia. As the vineyards give way to the walls, it is easy to see the revelry spilling out into the surrounding parks and public wine fountains flanking the wide open portal to this extravagant city. The smell of perfume hangs low in the air on the way through the gate and the colourful lights bounce reflections off every pewter goblet and silk legion breastplate in sight. (eyes follow you as you move through the gate, you are being watched). Cuban style buildings stand tall on either side of the Crescent, boasting the finest entertainment and most exotic goods loudly on signs that adorn the balconies that hang over either side of the road. Audiences applaud from behind the velvet rope that seems to stand in front of every doorway. Every so often, the slender entrance to an alleyway that cuts through the facade beckons with darkness to any seedy traveller. Most arrivals are from the waterside where they are greeted by a wide stretch of short order food stands that line the waterfront and are often swelling with the workers who operate the docks. Market stands border the streets where merchants sell their wares and entice new arrivals with trinkets of supposedly great value. Fliers advertising that night’s festivities litter the flagstones like brightly coloured confetti.As a city of trade, Velia is famed for it's exotic goods and particularly it's fine wine which they export to be drunk by nobles all over the world. It is a cultural melting pot, being home to people from most parts of the world, so tradition isn't as strong in Velia as other locations. The other major purpose of Velia is that of entertainment. The nightlife is legendary and you will never be bored at a Velian party. Head to the Crescent and you might just find you never want to leave. Velia was founded by the Lilac Family as a trading outpost from Lindum. They grew jealous of the presence that Vimot had on the cape of the continent, and so wanted to intercept the trade routes that merchant vessels would come across on their journeys. Just as Soris fell, mass migration was taking place which bolstered Velia as a hub for many who made their way to the eastern continent. From this influx of population, the outpost sprang up quickly, and swiftly became a notorious town of slightly lawless debauchery. Keen to change the image slightly more favourably; Johanes Keagan, a wealthy noble merchant within the city, gained more and more influence within the city. He was arguably more powerful than the contemporary members of the Lilac family who had been ruling the city from afar for decades. His son, Grant Keagan, took over his fathers empire and, during his lifetime, supplanted the Lilacs as the ruling family of Velia. They were in charge of law and order, as well as civil disputes and taxation of the people and ports. There wasn’t much opposition to this, as the Lilac family lived in Lindum and the people saw the Keagan Family as being a native Velian family. Taxes were still paid to the Lilacs up until the beginning of the War of the Six Ports. After the war, the Lilacs attempted to reestablish control, but there was no way the Keagan Family would give up their vice-like grip on this, now flourishing, point of control.
People of Velia
⬏topThe people of Veila live fast and free, there is a party every night in this city and due to this a lot of the city have a strong addiction to alcohol and drugs. This means the people among the common folk can come off as either too friendly or can be standoffish. The rich in the city have an air of arrogance about them and are quick to deride and mock those who don’t track the latest trends. Most nobles from other cities joke about the pissing contests that happen every night in Velia as the rich pour more and more gold into casinos, drink, and exotic wares to show off their status.
Lay of the Land

The Crescent
⬏topThe most famous part of the city, the Crescent, acts as an artery between the entrances to Velia. The paved street is flanked by multicoloured buildings with balconies, archways, and bright lights illuminating every inch of the street. Bunting stretches across the wide road. Every building is a high end shop, casino or some other establishment pushing entertainment.
A velvet rope blocks you from an elegant staircase that leads to the higher floors, two well dressed but armed humans stand either side of the stairs. The higher levels of the Casino houses private rooms and exclusive tables with high buy-ins. It also holds an exclusive restaurant that serves luxury foods.
A player wagers any amount and chooses a number between 1 and 6. The dealer then rolls 3d6.
- If one die matches the player's number, they get their wager back plus an equal amount.
- If two dice match the player's number, they get their wager back plus double the amount.
- If three dice match the player's number, they get their wager back plus triple the amount.
- If none of the dice match, the house keeps their wager.
A player rolls 2d6. If they roll a 7 or 12, they get their wager back plus half of their wager amount. After the initial roll, the player has the option to double their wager which allows them to add 1d6 to the total which they must roll after they add the extra money.
Each player rolls 1d8, keeping the die hidden. Each player has the chance to raise the bet, call the bet (meet it), or fold. It continues when all bets are equal. Then each player rolls a 1d6, keeping that secret as well. A final chance to raise, call, or fold. Each remaining player rolls 1d4. They all reveal the 1d8, 1d6, and 1d4, adding them all together. The player with the highest total roll that has not folded takes 80% of the pot (the other 20% goes to the casino). Ties split 80% equally.
6 blink dogs are released from the starting blocks and run around the crescent track. A player who wagers on a dog must roll 1D6 for that specific dog (If more than one player has wagered on the same dog, they must decide who will roll). The dogs that do not have a player wager on them have 1D6 rolled for them by the DM. Whenever a dog rolls a 6 they add 1d4 to their total and whenever a 1 is rolled they must subtract a 1d4 from their total.
There are 10 rounds, the DM describes each round as it happens. The dog with the highest roll wins, and those who wagered on the winning dog, double their bet as winnings. Second place wager gets half of their stake back.

Shellfords is run by a Halfling male named Ronald Shellford, he is a snobby man who is only interested in money. The shop is a front and is really owned by a Beholder named Xortos he lives in the cellar beneath the shop in a large underground lair that runs directly under The Crescent. Like most beholders, Xortos is terrified of death and his own mortality. Due to this, he isolates himself below the city with very few knowing of his existence. Over his many years in isolation Xortos has grown lonely, and he spends most of his time watching the people above from his many peep holes across the city pretending he is part of the conversation. Due to this, Ronald is growing increasingly worried about the mental state of his employer.

The Vines
⬏topMost of the city is rows of tall multi colured buildings and twisting roads and alleyways, which house the general population of Velia, from Artisans, to dock workers, this is where the common folk live. Some the further away from the crescent you get The Vines get more rough.
The Lilac Heights
⬏topA well kept paved road leads out of the square heading north, you can still hear the buzz of the city behind you but it’s somewhat muffled by the layers of fine manors that line the streets. From atop the hill you get a view of the whole city, thousands upon thousands of lights dance over the townsfolk below and bounce off the gentle waves of the ocean. In the centre is a massive mansion with guard drakes and Silk Legion stationed out front. The iron gates sport the Keagan Family crest.
Keagan Wharf
⬏topWhile The Crescent is known for being the heart of the party in Velia, The Wharf is the life blood. This is the hub of trade within the city, crates of goods are loaded all day and all night onto ships. The Wharf is a massive wooden structure that is built out on the ocean, covered in lanterns that hang from building to building over the waterways below. Small boats manoeuvre through the passages with crates of goods being transported from warehouses to boats. The massive structure is lined with shops and small open bars for food and drink.
People of Interest
⬏topHead of the Silk Legion in Velia, he is a human male, mid length silver hair with neat sides that merge seamlessly into a well trimmed silver beard. In duty he will always be wearing his Silk Legion armour with a finely made sword at his hip. His off days are spent relaxing in his manor house in the Lilac Heights or down at the casino & theatre.
The owner of Casino Crescendo, a red skinned Tiefling, she has pearl white hair and two small horns that protrude out of her forehead wrapping upwards. She is always seen in elegant gowns and wearing fine jewels. Elaine inherited the Casino from her father who passed 10 years back, since then the casino has doubled in revenue, it never did bad before but under Elaine's management the Casino has seen more tables added, better food from the casinos restaurant. Elaine is the sweetheart of Velia and many men and women have tried to win her heart.

The Halfling “owner” of Shellford’s Exotict Creatures. He is a 3ft tall male, fuzzy orange hair which he keeps back with a bandana, he wears a white shirt tucked into brown trousers, and a large apron with snacks and treats in multiple different pockets to feed the animals.
The real owner of Shellford’s Exotict Creatures, he is a massive purple beholder. He has lost his mind due to years in isolation, he is a greedy and skittish creature who attacks anyone who stumbles into his lair without prior warning. However, when he becomes friends with people can actually be incredibly friendly. Death or affecting his wealth is the fastest way to get on his bad side.
