The Black Letter

The black letter is one of very few illegal documents in The United Provinces of Rhadin, being found in possession of a copy is punishable by death, which is always carried out slowly and publicly. The Black letter is a confidential report compiled by Sor Turan, a prominent Anti-Dictatorship extremist from Autur. It details every military operation carried out by the Hukrah during the reign of the line of Moros, and is rumoured to contain confidential information that would condemn every member of the Hukrah to death by the law of the nation. It was written in 224AF

History

the report was collected in collaboration with Ceris Vaun in 222AF, but upon the receiving of the black letter by the Ceris Vaun. Council, it was burnt. Lelas Adin, a leading member of the councils of both the Hukrah and Ceris Vaun, had it destroyed, and mobilised the forces of both the Rhadinian government and Ceris Vaun to hunt down both Sor Turan and every copy of the Black letter. Within a week, Sor Turan was found seeking refuge in Northern Winfor. His temporary abode contained four copies of the illegal document, and evidence of more in existence.
What ensued was the largest manhunt in the history of Rhadin. Over 35,000 government employees and Ceris Vaun Mercenaries scoured the country. Every person who might have interacted with was killed and removed. A fifth copy of the document was located in the hands of Jura Tein, a Dreadhull captain with hidden sympathies for the democratic movement. She was Killed, along with her crew. A sixth copy was found on an apprehended pair of Criminals two weeks later, they claimed to have from a man travelling alone on horseback in the Aldu foothills. Both were killed, and the man was found disfigured and starved to death in the foothills. He was never identified.
After that sighting, the chase went dry. Neither of the hunting Parties could risk involving civilians, for fear of more learning of the black letter. It was feared a copy might have fallen into the hands of foreign power. The Hukrah continued the hunt on a smaller scale, and has been chasing leads ever since the incident, the initial incident. The Hukrah secured 6 copies of the document, all of which were destroyed, Ceris Vaun Failed to secure any copies. Estimates of black letters in circulation range from 0 to 30, but the Hukrah believes it is only dangerous outside of Rhadin, as the two largest political entities in The United Provinces of Rhadin both want all copies destroyed.
