Lawkeeper Stelav

Stelav is the only known lawkeeper of the Juru  that lives in the Free City of Teel. She vacated her position as a lawkeeper in the Juru tribe in the 20s, since then she functions as an authority in the Free City.

1. Life

Lawkeeper Stelav belongs to the ethnic group of the Undying. She looks older than the average of immortal Juru, which is a common trait of the lawkeepers, as far as is known. It is unclear when she was appointed as a lawkeeper, since the Juru do not have any records of their history. She must have been in charge for more than a thousand years before the Settlers arrived, for her reputation in the Juru culture is undaunted by the fact that she left the Great Forest of Juru and adapted a modern way of living.

Stelav made significant contributions to the foundation of the Free City of Teel in the year 12 AS. The first political poll in the country was organized by her in Wave 22/12 AS with the aim to establish an opportunity for the new cultural movement to thrive. She is the most important authority in the Free City, though she is not quite known for her charming character.

2. Duties in the Free City of Teel

The lawkeeper is usually seen on the front desk of the Townhall at the open south side of the building. She oversees the referendums and makes sure that every vote is legit. She also functions as a last resort when problems can not be solved by referendums or when quick decisions are needed, but people of Teel be warned: Stelav detests people who disrupt the democratic referendum system in Teel and you should not antagonize this lawkeeper.
