Gartcha Secedes from Zennon

The city of Gartcha, having long turned from horses and cattle to ships and mercantilism, secedes from the Zennonaize Confederacy. The Dono responds by declaring war and laying siege to the city. They do not, however, have a navy. Ships from the Imperial Navy resupply the city and by winter, the siege is lifted.
