Emir Ara Dharjrellik sends the Carboth Manifest to Duke Andre Valar, demanding home rule for the Emirates of the Dharja'shan. The Duke rejects the manifest and the Emirates attack Carboth. With Eldorian assets invested in the Highway and the Anderi Cathedral, the Emperor grants the Emir limited power and home rule.
