Talons of the Rook
A group of Psychic vampires operating in Lamborginus. The Talons are a group of wealthy socialites who abduct anyone who shows Psionic powers in any form. They take them in to their homes usually in the guise of attending a fancy party and then the victim is taken into the basement and strapped into various torture devices. The group then begins to slowly drain their victims of their Psionic energy eventually leaving a brain dead body that continues to breath and beat their hearts until they starve to death.

Public Agenda
A wealthy socialite club that likes to play games and bet on sporting events and world events. They run a game that looks harmless but is actually “A most dangerous game” style person hunting event. They try to tire out their Psionically activated prey and then capture it, feeding off of their energy.
Assets
When using their power their AC is 19. Even without armor or really high dexterity their innate telekinesis allows them to block many attacks.
Special Attacks -
Psionic blast: a 3rd-level 30-ft cone of psychic damage that also knocks targets back and knocks them down. 5d8 Psychic damage
Mind Thrust: You propel a lance of psionic disruption into the mind of one creature you can see within range. The target must make an Intelligence saving throw. On a failed save, the target takes 3d6 psychic damage, and it can use its action only to Dash or Disengage on its next turn. On a successful save, the target takes half as much damage, and this spell doesn’t limit its action options.
Id Insinuation- You unleash a torrent of conflicting desires in the mind of one creature you can see within range, impairing its ability to make decisions. The target must succeed on a Wisdom saving throw or be incapacitated. At the end of each of its turns, it takes 1d12 psychic damage, and it can then make another Wisdom saving throw. On a success, the spell ends on the target.
Ego Whip - You lash the mind of one creature you can see within range, filling it with despair. The target must succeed on an Intelligence saving throw or suffer disadvantage on attack rolls, ability checks, and saving throws, and it can’t cast spells. At the end of each of its turns, the target can make another Intelligence saving throw. On a success, the spell ends on the target.
Psionic Feeding - Draws energy from the victim . A DC constitution saving throw and a DC 15 Intelligence saving throw. A fail on both results in three levels of exhaustion.
Special Defenses - Telekinetic armor creates a telekinetic shield setting your AC at 19 Thought shield is a long-duration, no-Concentration defense, which is a space that this collection of spells really needed to cover. It blocks telepathy, detect thoughts and similar mind-reading, and grants advantage on zone of truth and similar effects. Also, you can cast it on other people

History
The talons of the rook began as a socialite social club. Eventually the individuals who make up the core team infiltrated the organization and found a couple of members who had psychic powers. The two elven members realized that they could feed off of the dim witted rich folk and they came up with a scam. They promised cures for headaches and fatigues for their new friends and began to make large sums of money as they used their powers to cause pain and then relieve that pain as they drained the mental energy. Eventually they killed the socialites and needed to broaden their plan. They found others like them who were conning people while stealing energy and they banded together to extend the scam across the entire region.
