Mr. Whispers

Mr. Whispers is a strange gliding figure with a permanent rictus like grin on his face. Pale and bald but impeccably dressed this creature is a figure out of nightmares. It is said that a simple wave of his hand can bring someone indelibly under his control and that they will do his bidding.   The legends of Mr. Whispers are unclear on his origins but it is believed that he is demonic.

Hit: 2d8 cold damage and target's speed reduced by 10 feet for one round.   The Whispering Dark - Once per day Mr. Whispers can cloak an area equal to 300 square feet in complete silence and magical darkness.  The area is centered on the point of his choosing and lasts for one hour.    The law of multiples - Mr. Whispers separates into three identical figures all of which have his exact abilities.      Actions- Mind Control - If Mr. Whispers gets close enough to a target to touch or whisper the target must make a DC 16 Int Saving throw or be under the control of him for 1d6+1 rounds.   Rejuvenation: When Mr. whispers is reduced to 0 hit points he explodes into a wave of Psionic damage. 2d10 damage with a DC of 15 Int save for none. Spellcasting: Mr. Whispers is a 10th-level Spellcaster. Its Spellcasting Ability is Intelligence (spell save DC 17, +9 to hit with spell attacks), and it needs only verbal Components to cast its Spells.
