Structure
Said to be run by a mysterious person known only as the The Laughing Dragon, most people who interact with the cabal will meet with Ruby Weathers head of the miners guild, Hubran Oakfury the Master of the Forge, representing the blacksmiths of the city and finally Alistair Siddig the leader of the Merchant's Guild in Waterdeep.
Public Agenda
The Cabal's stated aim is to ensure that all trade and commerce takes place within the city through their guilds and their guilds alone to ensure that customer's receive the best quality possible at a fair price.
History
Following some poor decisions by the Waterdeep council that very nearly bankrupted the tradesmen of the town the Cabal was established to provide a forum for tradesmen to air their grievances and put pressure on the council to help the guilds through subsidy and preferential treatment. With this lobbying Waterdeep went from strength to strength cornering the market in the The Kingdom of Tronde on Gold, Iron, Copper and Honey. To the point where the road connecting Waterdeep and Eidover, the kingdom's largest city is known as the Honey Road.
Over time this led to the Cabal having an influence on politics and decisions in the town that vastly outweigh its size to the point where the locals will say that you can't drink the rain without the Laughing Dragon taking his cut.
