Sumerian Star Empire
The Sumerians of Urash were the first civilization in An-Shar to develop a space program. By 4051 CS they had developed the ability to routinely send crewed missions throughout the solar system. This ushered in an age of colonization as they established settlements on other worlds and reduced the native civilizations to tributary states. In 4105 they finished their network of Kansharak—the warp conduits which allowed ships to transit rapidly between Lagrange points. This transportation network further solidified their dominance.
The Sumerian Star Empire was eventually overthrown in 4311 CS by Loghaire, the so called Burning Tyrant of Nabu, during a period of internal strife. Their influence remains, however, as their language continues to be the lingua franca of An-Shar and their Kansharak continue to be the primary means of interplanetary travel.
Structure
The Sumerian Star Empire, like the Sumerian Empire from which it emerged, was led by an emperor and a ruling council. The emperor or empress was a largely ceremonial position, acting as the spokesperson and face of the empire. Beyond that, they had little power beyond an advisory role on the ruling council and the authority to adjudicate in instances where the council could not reach agreement.
The council consisted of two representatives sent by the priesthood, two elected by the guilds, two by the entrepreneurial association, two from the Order of Administrators, and two chosen by the military (one from the Ground Force, one from the Space Force). Council members served for five years. Their term periods were staggered so that each year two of the spheres of power would have a new councilor. Individuals could be on the council up to three times in their lives, but these terms could not be consecutive.
The Order of Administrators handles the executive functions of the government. Administrative positions range from Planetary Governor down to low level government clerical positions.
The legislative branch of the government is handled by the priesthood.
