Divine entities that has not reached the level of Demigods but have ascended from mortality. More often than not, these are animals and beasts who either killed enough enemies, gathered a big enough pack, conquered a large enough territory, and so on. Whatever the method, the attitudes of these entities depend on the cultures.

Geographical
In the
Empire, Local Deities find a crowded settlement or often visited landmark, and claim it with the permission of the people. In return for company and the occational gifts, they protect their charges with their power.
In the
Confederacy, Local Deities are very aggressive and territorial. For those of the darker side, once they've claimed a territory, they never let it go except in rare circumstances, and whoever happened to live in that area now has a new master, wether they like it or not. Demands for offerings can be enormous and unreasonable, and while this divine still lives, there is nothing the victims can do about it. A positive eastern local deity would claim a territory, but would treat it with respect and moderation. Both sides tend to raise militaries though, as conquest between local deities is common in the east.
