When a Nespion Operative uses their authority, whether in public or not, all witnesses must report to the Imperial Lawhouse, so the Alsguard can authenticate the correct or incorrect usage of such authority through Nespion itself.
It is a capital crime to impersonate a Nespion Operative, so only the most extreme criminals, the truly desperate and the hidden ever do so.
