Ciara doesn't know who were birth parents are, but she assumes they must have gone through some terrible for them to drop her on a strangers doorstep. She would know, because Ciara herself has done some pretty terrible things to people. But that kind of have to be expected, if you're dropped on the doorstep of a contract killer with nothing but a last name. You're odds are pretty even of people taken in or throw in the garbage chute to keep away attention. So when she was told that story she knew lady luck took a liking to her.
Her father figure, benefactor, trainer and handler is Shay Donal Reid. He taught her all the ways to damage the arteries by 8 years old, the weak spots of bones by 9, how to make explosives by 10, and how to make poisons out of household products by 11, exotic poisons were the next lesson. After that he taught her how to handle guns, knives, pickpocketing, misdirection and persuasion. By the time most people enter high school she was better trained then most members of the militaries around the world.
Her skills and adaptiveness to the job would prove extremely useful to the job once she was asked to take out H.I.T.T. Even though she failed, the fact that she almost took out three full blown magical super heroes put her on the map. Her infamy would have her regularly take on heroes, and secret organizations around the world. Getting better with every fight that she has.
