Powers Locator

In the olden days of about thirty years ago, superpowers were still considered to be something not terribly common. Not necessarily something to be feared, since they'd all figured out it wasn't witchcraft, but something that needed to be quantified. So for a while, there was a whole subset, usually of government officials, whose jobs were to find people with powers. They also did research into how those powers worked, established a system of classification for the types of powers, made sure that they were properly regulated. They were also the ones writing legislation requiring registration of powers. Like car licenses, or gun licenses.   And then we all figured out that about one in every hundred people have some kind of power (even if most of them are rather insignificant) or at least the potential for it, and the classification system was set, and also powered people preferred to keep their identities to themselves.   Practically overnight, after the first public announcements, this particular profession became obsolete. While there are some people who fulfill some of the same functions, it's largely as a function of another job, like a SIVIC agent. Not enough work to be its own specific function.   Still, they were busy for a while. There's still a lot that people don't understand about powers, and unfortunately these guys kind of didn't make that better. Their focus tended to be more on control and limitations, on helping powered people understand themselves, or at least how to not destroy the things around them. There were a few who managed to serve as go-betweens for the public and the superheroes, but most of them just served to highlight the fact that there were a lot of differences.   Once the classification system was set, they kind of ran out of useful things to do.
