Structure
The Outer Rim Confederate Army (ORCA) operates as a coalition of autonomous planetary defense forces unified under the Outer Rim Confederate Army Command (ORC-AC). While each planet maintains control over its own defense forces, ORC-AC offers a cohesive structure to promote interstellar readiness and standardized practices. This full-time command organization—composed mostly of officers and technical specialists—sets standards for equipment, training, rank structure, and tactical coordination across the ORC’s Planetary Defense Commands (PDCs).
ORC Army Command (ORC-AC)
Purpose: ORC-AC provides the strategic planning, interstellar coordination, resource management, and deployment oversight needed to support ORC Army assets across all member worlds.
Total Personnel: ~6,000 Active-Duty
Key Departments Strategic Intelligence and Operations Division (SIOD) Responsible for comprehensive threat assessment, strategic planning, and operational coordination across the ORC. SIOD gathers and analyzes intelligence to shape military strategy, supporting both tactical and strategic planning. It formulates engagement policies and assesses threats to maintain ORC’s interstellar security. Doctrine and Training Center (DTC) Develops and maintains ORC military doctrines and ensures standardized training across all PDCs. This includes implementing specialized training programs and leadership development to uphold consistent operational standards. Equipment Standards and Acquisition Department (ESAD) Tests and evaluates military equipment, vehicles, and weaponry to establish a standardized list of approved items for ORCA forces. ESAD ensures all PDCs operate with reliable and efficient technology. Political Advisory Group (PAG) Acts as an advisory body to the ORC President and political leadership, offering strategic insights based on military intelligence and operational readiness. PAG works to align military actions with political objectives, fostering coherence between ORC’s strategic initiatives and political strategies.

under the PDCs command is mulitple Brigades and the Orbital Defense Artillery Corps (ODAC) coordinated by the PDC to provide a robust planetary defense network.
The RRB is a quick-response combined arms battalion designed to respond to emergencies and incursions. Like all battalions in ORCA, it comprises a Headquarters Company, four mainline Companies, and one Forward Support Company. Due to the diverse needs of different planets and regions, the composition of companies within each RRB varies significantly, yet each battalion is structured to prioritize rapid response and maintain adaptability in diverse operational environments. Mobilization Battalion
Mobilization Battalions are mixed staffing with Full-time and Citizen-soldiers. Each battalion may be either combined arms or specialized in a single military arm, depending on regional defense needs and available resources. These battalions provide additional manpower and are mobilized as necessary to support planetary defense objectives. While each battalion’s companies follow a standardized structure of one HQ, three platoons, and one support section, there is considerable flexibility in how these companies are composed. Assualt Company
ODAC Stations are heavily fortified installations positioned strategically around each planet for comprehensive orbital defense. Depending on planetary conditions and available resources, these installations may be constructed as either surface facilities or fortified underground bunker complexes. Equipped with anti-orbital missile systems and advanced sensor arrays, ODAC Stations monitor local space, identify threats, and engage hostile spacecraft in orbit or near-orbit. ODAC Units
ODAC Units are mobile artillery formations designed to support orbital and planetary defense flexibly. While they lack the scale and firepower of ODAC Stations, their mobility allows them to reposition, making them harder for enemies to locate and target. They provide indirect support for ground forces while they retain a limited anti-orbital capability. ODAC units are most commonly attached to a brigade.

Planetary Defense Command (PDC)
Beneath the ORC-AC, each of the ORC member systems operates its own planetary defense force under a Planetary Defense Command (PDC), responsible for defending their respective home worlds and ensuring local security. These Planetary forces are adapted to the needs and characteristics of each planet, maintaining flexibility and autonomy to address threats while remaining in alignment with ORC-AC standards. With each defence force staffed entirely by personnel from their respective systems, the ORC maintains highly motivated defense forces. Each PDC oversees the local defense of its homeworld, fully staffed by Active-duty personnel, commanded by a General the PDC functions to be a centralized command, that handles logistics, training, and reserve coordination on its homeworld. in that function is has several components PDC ComponentsCommand & Control: dedicated to operational oversight.

Brigade
Each brigade is a hybrid structure combining full-time forces with citizen-soldiers to balance rapid response capabilities and reserve support. typically made up of a Brigade HQ and 7 Battalions with 1 Rapid Response Battalion. staffed by professionel soldiers and 6 additional battalions to be mobilized and staffed by Reservist and Citizen-Soldiers. in order to maintain skills within the Battalions, each battalion have at least 1 company that are made up of Full-time soldiers, whom provide training and guidance for the mobilized companies. Hydromobile CompanyThe Assault Company, a variant of the Mechanized Combined Arms Company, augments its mechanized infantry platoons by converting them into Assault Infantry Platoons outfitted with Atlas Walkers. These walkers, which ride on top of the Bison APCs, are operated by personnel within each squad, providing enhanced assault capabilities and added battlefield versatility. In this setup, Rifle Squads consist of eight regular troopers supported by two Atlas Walkers, forming a balanced mechanized assault asset, while Weapons Squads are four troopers alongside one Atlas Walker, emphasizing heavy support with a more compact team. Compared to the standard structure, this configuration maintains the total number of personnel while integrating Atlas Walkers to enhance close-quarters combat effectiveness and maneuverability.
Orbital Defense Artillery Corps (ODAC)
The ODAC is also a hybrid force of professional soldiers and citizen-soldiers dedicated to planetary defense against orbital threats. With both stationary and mobile elements, it safeguards key strategic sites, monitors planetary orbits, and provides indirect fire support to ground forces. The ODAC's structure ensures each planet in the Outer Rim Confederacy (ORC) has a resilient defense against incursions from space while supporting ground operations as needed. This force operates in coordination with naval units engaging orbital threats to create a layered defense network. Assets
Since each individual ORC world is able to determinate their own defence spending outside of the bare minimum required (2%), and with each planets needs varying. the ORCA does not as such go out and acquire equipment for the individual PDCs, instead a list of "authorised equipment" is issued. from which the individual PDCs can then acquire and issue equipment to their planetary needs, and more importantly budget. this list includes everything from Uniforms, Rifles, Body Armor all the way to Tanks, Artillery, Watercraft and Aircraft.

GPV Jeep

The Taurus LMV Coyote, a Light Mobility Vehicle platform manufactured under license for the Outer Rim Confederacy, designed primarily for military use but is also available to civilians seeking a fast, rugged vehicle. seen as the next-generation successor to the GPV Jeep, the Coyote blends utility with modern features. It is equipped with long-range radios, navigation systems, and a robust onboard computer, making it better suited for modern operations. Unlike its predecessor, the Coyote supports a wider range of weapons, including a ring mount for rotary guns and an optional pintle mount that transforms the front passenger seat into a firing position. When unarmed, the rear bed can accommodate cargo. While typically seen in its "light variant", the Coyote can be outfitted with armor plating, including doors and a roof, offering enhanced protection while compromising range or speed. The Barracuda is an amphibious, subsonic jet plane designed for versatile roles, including sea patrol and search-and-rescue (SAR) missions. Equipped for waterborne landings, its wing tips fold down to serve as stabilizing floats. The tandem cockpit seats two crew members, typically a pilot and a co-pilot/weapon systems operator (WSO) in ORC service. Although not originally built as a combat aircraft, the ORC-modified variant is equipped with dual Y-pylons on each side of the fuselage, allowing it to carry up to four missiles in any combination of anti-aircraft or anti-tank. Additionally, the Barracuda features a specialized rear-launch tube beneath the fuselage, allowing it to deploy a single airdropped torpedo or search buoy out from the rear of the fuselage. For added utility, a small door-hatch near the upper rear fuselage opens to a small cargo/passenger compartment, capable of holding either two passengers or up to 500 kg of equipment. ACV-2 Cayman Patrol
The Fast Patrol Boat, seen as the big brother of the RPB, it is a fast heavily armed vessel designed for coastal operations. with its more advanced sensor suit it is suitable both for Search and Rescue as well as Military operations. it has a crew of 3 and can carry 4 passengers, while its open rear deck allows it an increased carrying capacity, be that equipment or 5 extra passengers. alternatively this space can also be modified to deploy mines or additional weapons. by default it is armed with a Rotary Autocannon, able to engage surface and aerial targets as well as an additional forward fixed twin HMG. further the enclosed cabin is able to be overpressurized for NBC protection.

ACV-3 Martinique IFV
The ACVP-2 (commonly known as the Cayman) is an air-cushioned patrol vehicle originally designed for civilian use as a bus or van. In its military configuration, the Cayman serves as a versatile asset, occupying a niche between a traditional patrol boat and an air-cushioned armored personnel carrier (APC). The main cabin offers seating for four passengers, while the broad side decks over the air-cushion system provide space to transport additional soldiers. However, care must be taken when transporting personnel on the side decks, as they are exposed to the rear-mounted pusher fan. The Cayman is equipped with basic armor and weapon mounts, making it suitable for a variety of patrol and support roles in warborne operations.

Seahawk-Class Hydrofoil
The ACVI-3 (commonly called the Martinique) is a typical air-cushioned Infantry Fighting Vehicle encountered on many frontier worlds, either in the hands of colony militaries or mercenary forces. Its basic design has been copied, and twins and near-twins of the Martinique are in service with many forces. The Martinique, like many military air cushion vehicles, is capable of short hops using high performance vectored thrusters, giving the vehicle a limited jump-jet capability that enables it to negotiate cliffs and similar obstructions.

M-TOC
The Seahawk-Class Hydrofoil is a high-speed, fast-attack missile boat built for rapid coastal operations. When the two large missile launchers are removed, the vessel gains increased buoyancy, which can be used in several ways: it can store extra ammunition for the 76mm autocannon, house a small troop detachment within the hull, or carry additional equipment on deck. The cabin and hull are fully enclosed and can be overpressurized to provide NBC protection, ensuring crew safety in hazardous environments.
