    Government

    The town has an elected baron who manages the town at the behest of the local Kelsh Empire. Appointed by the local defensive commander of the region, the baron has a fair amount of control of the town. The only requirements that are mandated be upkept are timely tax payments, hold a standing town guard, and keep arrivals and departures of the town well documented.   Internally there is not much infrastructure aside from that. The guard reports directly to the baron and the baron has an aid or 2 at any given time. If you want something changed you must petition the man in charge directly. Which has lead to great respect and unofficial perks granted to the baron in order to curry favor.

    Defences

    The town has no structural defenses, however on the south side of the main road about a 1/4 mile away is a small freestanding fort the RKAF use to house some supplies and have their soldiers stay when traveling between Fort Kar and the ports. The actual town has a total of 60 guards who have gone through RKAF basic training drills.

    Infrastructure

    Lumber is the main industry of the town and despite their size, all the wood used to build in the island comes from here. Continually cutting into the ever fast growing forest of the Abandoned Wood. The town does not have many amenities, having only a single, though large, tavern, inn, and general store. Though because of its close proximity to the old Garuda ruins there are a few buildings in use by the local Historical Guild and by others taking advantage of the small tourist population.

    Guilds and Factions

    Historical Society Guild

    This guild holds branches throughout Stelair in fairly obscure locations, with the exception of their headquaters in the old city of @Hannaquet. They are devoted to seeking out lost or forgotten knowledge and preserving it for future generations. Here the guild has 18 members who all are working to discover the secrets of the abandoned Garudian ruins within the forest. The local Headmaster is a man by the name of @Barnabas Wimble, a Vudrani human. Becoming a member of the guild requires approval of the local Headmaster by means of their discretion,  

    Lumber Guild

    Even though the forest seems to replenish itself magically fast, the guild takes precautions not to work the forest to deeply and to just stick to the edges. Non-guild members are strictly forbidden to work the forest for lumber without a license granted by the guild. Guild members are restricted to designated areas of the forest to work but do not need to pay for the heavily priced license. Only needed to pay a modest fee each year. To join the guild you need to be a citizen of the town and pay the membership fee.

    Geography

    Situated in a plain next to the Abandoned Wood, the entirety of it sits to the north of the main road. The ground is fairly soft in the plain and is surprisingly fertile.
