Sanctuary

Floating deep below the Pacific Ocean, Sanctuary was created by an unknown group of heroes and villains who both wished to give up their existing lives and have someplace relatively peaceful to live.

The city is a massive submersible with a crystalline dome that can withstand immense pressure, within which is a small city, and Sanctuary slowly drifts around the northern half of the Pacific Ocean, following the currents as it does so. Those who control its route carefully keep it in international waters.

One of the primary requirements to settle in Sanctuary is that those who live there must give up any life of being a hero or villain to do so, and while they can sell information, they cannot actively support such individuals or groups. The handful of people who've broken these rules quickly find themselves expelled from Sanctuary.

The city itself has heavy defenses, and no one is entirely certain of their full extent, making virtually all groups wary of attacking the city, particularly since they're studiously neutral. On rare occasion, outsiders use Sanctuary as a neutral meeting ground, though such has to be approved by Sanctuary's mysterious Council.

Sanctuary was attacked by the villain Pacific Akula, but his torpedoes were destroyed by the city’s defenses, and he was forced to flee.  

Government

Sanctuary is ruled by a mysterious group known as the Council. What is known is that the council changes every year, and a handful of residents will admit to having been on it previously, but no one knows whether someone is currently on it. The council is known to be composed of seven individuals, evenly split between former heroes and villains where possible, and they vote on any decisions that need to be made.

No one knows how the members of the Council are chosen, just that so far the members appear to have kept the city running as intended without incident.
