Reinfield Act

Some years ago, Doctor Eric Reinfield created several monstrosities almost on the level of kaiju, and the government attempted to contain them rather than killing them outright. When the creatures went berserk, they destroyed nearly half of Seattle.

The debacle led to the Reinfield Act. This requires any biological weapons created by villains to be summarily destroyed at a safe facility or dissected to develop countermeasures. The law doesn't have any wiggle room and doesn't allow for exceptions. ‘Summarily’ has been decided to be within twenty-four hours.
