Frost City
Frost City is a underground town built underneath Winter Waters.
Defences
Frost City takes advantage of its underground location to make itself hard to find. Because of how frequently Winter Water snows, the entrance to the town is frequently covered, making it nearly impossible to find if one does not already know where it is. Should anyone untrustworthy find the entrance regardless, guards are stationed just under the entrance to see them out.
Industry & Trade
Frost City primarily exports fresh water to other cities on the island.
