Government
The New Dac Council oversees trade and law enforcement in Foamwander. They vote on laws as collective and are voted in place by districts. There are five members of the council all from varying castes and walks of life. Both Quarren and Mon Calamari serve on the council as to best protect the interests of the people to avoid further conflict between the Mon Calamari and Quarren.

Most of the city remains under the surface of the ocean with a very small portion of it being above the surface.
Industry & Trade
This city is the major hub for imports and exports for Mon Calamari. Their major exports are different types of seafood, mining equipment, and high-technology starships/parts. However, most of the manufacturing is done on the large space station in orbit around Dac.
Infrastructure
Foamwander is the most accommodating for offworlders. The city has the largest market district on Dac. It is known as the Hangar Market and has various off-world trading companies, Mon Cala based sellers and local vendors on the planet. Additionally, the city was built to house off-world people to visit. There are hangars that rest above the surface of the endless ocean to welcome visitors.

Guilds and Factions
The largest guild that resides on Dac is the Quarren Industrial Corporation. The Quarren have a deep love for mining and thus have created some of the most advanced excavation tools in the Galaxy.
Another important guild is the New Dac Trade Group. This group regulates all trade coming in and out of Dac to ensure the safety of its citizens. Grand Moff Wilhuff Tarkin formed the council in order to help slow the growing resistance on Mon Cala. Without a proper permit, you cannot buy or sell weapons of any kind.
Tourism
The Coral Reef Hotel is regarded as one of the best hotels to stay at in the Galaxy. The construction of the hotel takes advantage of the natural beauty of Dac and has created each room with a large viewing window to see down into the ocean below. With a full-service restaurant, spa, and gift shop, this is the perfect destination for the weary traveler or trader.
Hangar Market boasts a wide variety of shops and services that range from corporate to individually owned.
Architecture
Originally much smaller, the city has undergone major construction and has grown tenfold. At a distance, Foamwander’s vaguely pyramidal, pearl-colored outer shell is often mistaken for a large iceberg by newcomers
