While Starfleet Command is traditionally seen as the guiding authority of the Federation, in Shadows of the Galaxy, it serves as both a source of legitimacy and an obstacle to navigate.
Starfleet is facing a turbulent period. Voyager’s return from the Delta Quadrant brought unprecedented knowledge and technology, shifting the balance of power. Former Admiral Jean-Luc Picard has raised concerns about inconsistencies in Starfleet’s operations, while the Tal Shiar and Romulan factions, aided by hired Vulcan operatives, secretly experiment with Borg technology in a bid for dominance. Starfleet Intelligence warns that they are not alone—various rogue elements are also racing to exploit these newfound advancements.
Behind closed doors, Starfleet itself is engaged in similar activities. Section 31 covertly launched a Prometheus-class vessel, classifying and subsequently decommissioning it almost immediately. Fortunately—or perhaps unfortunately—that ship was lost before it could become a liability.
At the start of the campaign, a Prometheus-class ship long assumed lost has suddenly reestablished contact. It has been transmitting log entries detailing its survival and mission completions. Now under the direct control of Starfleet Intelligence, it is being repurposed for highly classified operations.
Operational Influence
- Official Oversight: Starfleet Command provides the Heimdahl and its crew with legitimate mission orders, diplomatic cover, and operational resources. To the outside world, the Heimdahl is just another Starfleet vessel carrying out classified assignments.

- Cover Identities: To most of Starfleet, the Heimdahl is a classified black-ops vessel operating under Starfleet Intelligence. Only a select few in the highest echelons know its full purpose.
- Admirals and Contacts: Throughout their missions, the crew will encounter key figures within Starfleet Command—some allies, others adversaries. Managing these relationships while avoiding excessive scrutiny will be a delicate balance.
- Breaking Away?: As the campaign unfolds, the crew may face a pivotal decision: remain under Starfleet Command’s control, or forge an independent path?
