Action: Empower
A Stellar Observatory contains magical telescopes, astrolabes, and other astronomical and/or scrying equipment. Unlike the Bastion Observatory facility, a Stellar Observatory does not need to be in a specific location and cannot be aimed at a specific point. A Stellar Observatory has two mounts.
Crew Access
While your vessel has an active Stellar Observatory, your
Sick Bay can treat Aberration creatures, and you can recruit crew with the Aberration creature types.
Install Options
While aboard your vessel, you can use an Install Action on an active Stellar Observatory with an empty mount to semi-permanently Mount a magical orb or crystal ball of any kind within the observatory. When you Mount a magical orb or crystal ball it loses any attunements.
While aboard your vessel you can use an Install action to remove one or more Mounted devices. The magical items are placed in your cargo.
Mounted Device
While a magical orb or crystal ball is mounted in a Stellar Observatory no character may attune to it, but any character may make Magic actions with the orb or crystal ball as if they were attuned to it.
Empower Options
When you use the Empower Action with this facility, choose one of the following options:
Empower: Observatory Charm. You can only use this action if you have the ability to use an Arcane Focus, Holy Symbol, or Druidic Focus or tool as a Spellcasting Focus. You gain a magical Charm (see “Supernatural Gifts” in chapter 3 of the Dungeon Masters Guide) that lasts for until the next Vessel Faciility Turn or until you use it. The Charm allows you to cast Contact Other Plane without expending a spell slot. You can’t gain this Charm again while you still have it.
Empower: Eldritch Discovery. You can only use this action if you have the ability to use an Arcane Focus, Holy Symbol, or Druidic Focus or tool as a Spellcasting Focus. Roll a d20 and consult the Eldritch Discovery table. The d20 cannot be re-rolled by any means.
If the result is a Charm one of the an ascendant powers, one of the gods, or an unknown power bestows a Charms (described in chapter 3 of the Dungeon Masters Guide) on you or another creature of your choice that is on the same plane of existence as you from the following table:
If the result mentions a bargain, the DM will role play the situation at the DM’s discretion.
Empower: Scry. You can only use this action if you have the ability to use an Arcane Focus, Holy Symbol, or Druidic Focus or tool as a Spellcasting Focus. You cast Scrying (save DC 17). If you are level 13 or higher then in addition, you have Truesight with a range of 120 feet centered on the spell’s sensor. If you are level 17 or higher you can target a creature or location on a different plane of existence.
