A froblin, a species descended from frog-kin and goblinoids, Chips is second only to Blackjammer himself in his power both on and nearby the station. Whereas the dread pirate king rules through deadly skill and loyalty, Chips’ power comes from something less tangible and within the reach of the common pirate - the economy.
Scuttle is that Chips all but runs the economy of Blackrock, from setting the price of many goods and services among the various guilds, to implementing supply levies in times of scarcity to ensure the wealthy aboard the station continue to enjoy the lifestyle they are accustomed to. He is rumoured to run more than one black market off-station under the keenest of Star Marshall’s noses, and would certainly be capable of doing the same at Blackrock - if it weren’t already a pirate port.
Chips is typically accompanied by several giant-kin, often on loan from Gron the Cruel. He can often be found in the gambling dens conducting deals in quiet whispers, but is never known to gamble - he prefers more certainty than the dice or cards would hold. Many mistakenly assume his name comes from the playing chips issued by the casino, but in fact the moniker comes from his unabiding love for fried starchy food, in particular scalding hot, oil fried potato chips.
Chips settles all disputes between rival guilds and other station-based groups fairly, and typically without violence. He encourages a fair and honest pirate’s code among the denizens of Blackrock, but enjoys lining his pockets at the expense of newcomers, particularly groundling crews that may be ignorant of the natures of Wildspace. He is known to be a follower of Adler, the schemer, and pays tribute to her regularly.
