Black Market

Most settlements have some sort of law and order, which of course means an opposing layer of scum and villainy. Contraband, illegal items, and dangerous substances or creatures are trafficked behind closed doors and under magical protections, in the black market.
Having black market items discovered aboard your vessel while docked, or in your inventory and discovered while at a civilised settlement is a risk with law enforcement or local authorities.
Individual items and Cargo are labelled as black market goods. They can still be traded using the rules in Buying and Selling Cargo, with potential risk.
