The Aspirant Technocracy
Based in the smallest of the continental landmasses, the Technocracy had to learn to make do with what it had to provide a tomorrow for its citizens of today. They excel at finding global experts to direct construction, agriculture, research, and defense--- and these councils of experts direct the Empire to the fullest extent of their planning. For these, Technocratic Plans, no cost is too great, no efficiency can be spared.
The Technocracy is all about efficiency, spreadsheets, and timetables. Being based in an arid part of the world, they quickly determined that most of the desert is not an efficient use of resources, and leave it be. Instead, they focus their rule on points of interest, or use —- and connect those points through a technological wonder unique to their nation —- trains. The Technocracy’s supply and logistical capabilities are unmatched due to their massive train lines that cut through and over the desert, with their sanctioned, governed, settlements at stations for these lines.
Over the centuries their calculated costs have been seen as grotesque by some, but the stability afforded cannot be denied---- provided you do not find yourself as an externality to their Plan. Their home city, The Exchange, is a wonder of modern logistic planning, said to be helped by the magic of the Spire. The location was chosen as “the most logical landmark to build Utopos.” It may seem ruthless to outsiders, but the strict rationing of resources and areas deemed worth developing and supporting helped turn what was a bunch of survivors after the last Catastrophe, wandering the desert, into a finely tuned machine of survival and decision making.
