The terraforming process of Venus will cause an administrative headache since the planet will not belong to anyone while it will have the potential in the future to accommodate large-scale colonization without anything being planned. The most economically powerful countries will each immediately claim a part of the planet. The smallest, as they themselves, demand that the planet be placed under federal control and declared a neutral zone so that all countries can access it. Moreover, even the countries that were powerful enough to claim territory on Venus will not agree on their claims, which leads to conflicts between them. The culmination of this crisis will come when ships around Venus from the European Union and the Federation of Xanthe, a Martian nation, will open fire on each other causing the death of five hundred people in the skirmish. The scandal will force the federal government to intervene, it will immediately order a blockade of the planet by the Navy until an agreement is reached. After the blockade has been put in place, the federal government will set up several meetings so that all member countries agree on a fair share of Venus. However, the intransigence of many economically powerful countries will considerably delay the negotiations. In addition, not possessing enough military forces, the most powerful countries cannot impose themselves by force against the federal government, which, for its part, cannot fully accept the demands of these countries which are far too large and would leave the other smaller countries frustrated which would harm the cohesion of the confederation. The negotiations then fall to a standstill while a status quo is established which will greatly annoy the population or a feeling of frustration towards the structure of the federal government which is considered too decentralized which hinders joint decision-making. This feeling will contribute to the election of several pro-centralization leaders at the head of several countries, particularly after the disaster of the Zhihao Complex, which will mark the spirits. Moreover, to support the blockade, the federal government will drastically increase the production of military vessels which will greatly increase its military power.
