Qualifications
To hold the position, the candidate must also have a university degree in political science or in a related field and even if it is not an official qualifications, political experience and a certain advancement in the personal career of the candidates is however generally appreciated
Requirements
To hold this position, candidates must be citizens of the Zelvan Council, meet the necessary qualifications, be of legal age, not be the subject of legal proceedings at the time of filing their candidacy, not have been convicted of a crime before applying and have no apparent conflict of interest with any individual, corporation or government.
Appointment
The appointment of the President of the Assembly begins with the selection of candidates, each party represented within the Assembly elects one of their representative to stand. Once this is done, the real election begins and the candidate with the most votes wins the position, despite being elected by their party, candidates for this position must observe strict independence after their election under penalty of severe sanctions.
Duties
The President of the Assembly has a duty to respect the Council Charter, to discharge these responsibilities with integrity, to act in the interests of the citizens as well as of the Zelvan Council and to ensure that representatives of the General Assembly carry out their duties without exceeding their powers.
Responsibilities
The responsibilities of the President of the Assembly are to ensure the proper functioning of the General Assembly, to enforce its procedures and he must, to a certain extent, appoint the representatives who will sit on the various committees which may be formed with his initiative.
Grounds for Removal/Dismissal
The President of the Assembly can only be removed from these functions if he is the subject of legal proceedings. At the end of the proceedings, if he is found guilty, he is permanently fired and if acquitted, he can return to his post to accomplish these tasks.
