Background
Usually magical warriors are enlisted to the Country's army, it didn't existed until the treaty was signed.
It's however valid for all countries especially the Mainland and Dark Army who opens up to anybody even from the smaller countries. It shows their acceptance of other countries.
History
Magical Warriors are not new, they were existing when the Sky and Water Country were the only ones in power but the term was only created, popular and used by many people after the War for Mainland.
Public Reaction
There are of course mixed reactions, mostly thrilled to be able to have such freedom and clearance with this document.
Legacy
It makes magical academies a compulsory thing for fairies and those who wants to be a magical warrior and sets the standards for magical users on a higher level. Many would really want this document and hopefully will be opened to others in the near future.
It also encourages equal standing among young family members, nobles and ordinary citizens.
