The planet of Shulon has a democratic elective government as well as a constitutional monarchy.
The Democratic side of the government holds most of the political power and is made up of a bicameral parliament, a High minister, and a president. They control most of the executive and legislative powers of the government.
The Constitutional Monarchy is a cultural relic kept around due to its social power and religious influence, with little to no connection to the actual running of the government.
The Parliament
The Parliament is the legislative body of the Shulanite Government and is made up of an Upper chamber and a Lower chamber.
The Parliament is the main body of government and decides on the laws and movements of the Shulanite government.
Upper Chamber
The Upper Chamber is the smaller more restricted part of the Parliament. Members are Nominated by the High Minister and approved by the President. They serve three-year terms.
Lower Chamber
The lower chamber represents the regions of Shulon and is the larger, less restricted aspect of government. The members are elected by the public and serve three-year terms.
The High Minister
The High Minister is the chairperson of the Shulanite Parliament and is considered the second in command of the government with the President being above them.
They are selected by the president and function as their deputy. The High Minister has the power to suggest a list of officials to be elected to the Upper Chamber by the president, as well as other executive powers that help them direct the actions of the government.
The President
The President of Shulon is an elected official who functions as commander-in-chief and is the head-of-state of the Shulanite government.
They are the one that approves the members for the Upper chamber, can decree war, etc, and have many other executive powers. They are elected by public vote and serve for six years.
Shulanite Constitutional Monarchy
Historically the Planet of Shulon was broken up into multiple kingdoms ruled by monarchs and theocracies. These traditional forms of government still exist albeit in a weakened form, with the presence of the Shulanite Constitutional Monarchy.
Each State has its own constitutional monarchy which has its own ways of choosing its monarch. The state monarchs then come together and elect the overall planetary monarch, called the king or queen, from their own ranks.
The Title of King or Queen holds little power in its own right, but it still has a lot of cultural and religious influence on the planet.
