The Harbourage
The Harbourage is a major port city in the western territory of Halcyon that serves as a refuge for imperial defectors and other anti-royalists. The Harbourage is known as the crime capital of the world due to the existence of the underground crime syndicate, Seventh Fleet , which controls the city from the shadows.
The city was once one of the poorest on the continent, a crumbling reliquary for the downtrodden. The events of the great war called the Eternal Conquest resulted in the splintering of Halcyon's military. The traitorous naval Admiral, MK-47 , and his accomplices stole much of the empire's new, experimental technology during their defection and exploited these innovations to fortify and transform the Harbourage into the most technologically advanced metropolis in history. Copper wiring, electric lighting, and chrome antennae and paneling distinguish the city's landscape from any other.
Despite currently being under imperial occupation, Seventh Fleet's black network operates undetected and uses the substantial resources at their disposal to maintain their hold over the city, manipulating the politics, law, and distribution of wealth in their favor.
