Structure

Highly bureaucratic. Multiple divisions of governance, some govern trade and diplomacy between the confederated city states, some manage local distribution of goods, services and taxation within each city.     Most critical is the distribution of responsibilities - aka: the Choosing - where the Ministry is in charge of the communal care and education of young people through the schools and mentorships and the assignation of apprenticeships, jobs and rewards from payment to provision or land ownership.  in pracice, bribary and corruption abiund, keeping chosen roles within families and distribution of wealth and freedoms to those already in power.   The bureaucracy is meant to be separated from the heads of state (The Lord Protectors), but in practice interests align and corruption abounds.
