The Bureaucracy of Reality

The Throne of Hlidskjalf Hlidskjalf is the highest seat in reality, whoever sits on it can observe the whole of creation at once once, viewing the sheer size of multiverses and the lives of mortals with the same degree of detail and understanding. Only an Empyrean can sit on the Hlidskjalf, but whoever can claim it for themselves gains nigh-Omnipotence. They are the undispusted God of reality. The only downside to this power is their inability to ever leave the Hlidskjalf and the sheer change in how a being such as them exists means they need servents and heralds to carry out their bidding from time to time.   Three Wise Men Mizaru, Kikazaru, & Iwazaru are the Heralds who serve God, moving through reality only on Gods commands to envoke the Will of God (any order, decree, or request issued from God). They are the mightiest of the Heralds and are responsible for making sure the Macrocosm operates as intended, punishing celestials, devils, and mortals who have a lack of moral responsibility or forgotten their post. The Three Wise Men are empowered by God and are beyond death.   The Council of the Rune Kings The Crucible (everything that was, is, or could be) can be considered "paint" while The Source (the medium by which anything can be done) can be viewed as a "canvas". When the macrocosm was created, the paint was thrown onto the canvas, all at once. Vestiges of the Crcuible remain, the Furthark Runes (Seven Sacred Seals) which can be used to control and influence reality. The Rune Kings were mighty warriors born with SOULs who fought each other to control the Seven Sacred Seals. There were seven Rune Kings who each held a great Seal in the end, and they used them to form Yggdrasil, cutting reality into two, separating what they desired from what displeased them, divided by the Lands Between. The Rune Kings built their mighty keep, the Tower of Babel, within the core of Yggdrasil. Babel was an infinite tower that stretched from the roots to the peak of the great tree, linked to all realms at all times. The great tombs of the Rune Kings are still hidden within Babel to this day. The Rune King Council advise God on all matters.   The Heralds Heralds are any being that a more powerful being has subsumed into their being to serve them and their will. Heralds are empowered by their Master and act on their behalf in places where the Master cannot exist, or act on their behalf. All Heralds are approved by the Three Wise Men and only answer to their Master or the Three Wise Men directly.   The Gilded Court The Gilded Court is the highest form of judicial authroity in reality, capable of putting Heralds on trial. The only being capable of overruling one of their cases is God.   The Nine Choirs of Angels The 9 Choirs are Nine Angelic Legions who can only be authorized by the Gilded Court, the 3 Heralds with either permission from God or an action approved by the Gilded Court, or by God directly. The Nine Choirs are each lead by an Angel who holds the title The Instrument of God. When all Nine Instruments of God are assembled, this is called a Symphony of Heaven, and is said to bring about the end of multiverses.   The Upper Court The Upper Court are responsible for maintaining and protecting the foundational aspects of reality, the very things that keep it all moving. They have authority over the Middle and Lower Court and can only be overruled by the Gilded Court.   Abstract Arcana: The Arcana is responsible for the very foundations of the Macrocosm, Space, Reality, Time, Life, Death, etc. They are the embodiments of ideas and are the highest legal power. They reside in their own fantastical realm outside of the Multiverse. The Arcana are the manifestations of aspects and are in charge of that aspect.   The Archons: The Archons are a race of titanic beings who built, maintain, and destroy universes (Realms). It was the Archons who first used the Abstract Arcana to build reality by an Order of God. They document and keep track of all realms, making sure they are not destroyed before their assigned date. If a realm is destroyed or created without prior authroization, the Archons have the authority to bring the offender before the Gilded Court.   The Time Keepers: As the name implies, the Time Keepers are charged with maintaining the very idea of Time but also the various Timelines and potential paradoxes by preventing Time Travel. They reside outside of the Multiverse in the 4th Dimension referred to as the City of Glass. With infinite timelines and universes, the work of the Time Lords is never finished, nor has it started, technically.   The Middle Court The Middle Court refers to the Cosmic Powers who are responsible for maintaining the basic and crucially important functions of life not only in the Multiverse but outside it as well. Keep the balance, hold the line.   The Pact of the Seven-Part World: 3 Lords from the Holy Multiverse, 3 Lords from the Unholy Multiverse, and 1 Lord from the Mortal Multiverse, this is the Pact of the Seven-Part World, an order of powerful beings who oversee the three multiverses under the authroity of the Middle Court.   The Tower: The organization in charge of the Holy Multiverse is known as the Tower, and they regulate the Devas, their leader sitting on the Pact of the Seven-Part World. The Tower is composed of a Congress of Pantheons, with the Greater Pantheons making up the upper side of Congress and the Lesser Pantheons making up the lower side. The Speaker of each Congressional Court also sit on the Pact of the Seven-Part World. Pantheons are ruled by a Chief Deity who commands the rest.   The Nine Hells: The Unholy Multiverse is seperated into Nine other multiverses, each called a Circle of Hell or just a Hell. Each Hell is ruled by an exceptionally powerful Asura, the Duke of that Hell. Three among them sit on the Pact of the Seven-Part World.   The Primorial Lords of Order: There are four primordial realms that are instrumental to reality. Múspellsheimr (the Idea of Heat & home of the World Destroying Flame), Niflheimr (the Idea of Cold & home of the Winds of Fimbulwinter), Álfheimr (the Idea of Light & home to the Bifröst), and Svartálfaheimr (the Idea of Darkness & home to the Black Mist). Each Realm is ruled by a Primordial Lord of Order appointed by God.   The Queendom of Hel & the 56 Dead Worlds: Within Niflheimr is the realm called Hel, ruled by Queen Hel, who has authority over the 56 Dead Worlds that make up her vast domain. Beings with unclaimed souls will all find themselves to her Queendom where they undergo the Journey of Self, where they embark acorss the 56 Dead Worlds in a bid to eventually reincarnate.   The Shikigami: Also called Gods of Death or the Death Hands, the Shikigami are subservient to DEATH who comes for all souls eventually, even the immortal. The Shikigami are primarily used to keep the living and the dead seperate and ensure that Deathroot (who souls escape the afterlife and haunt bodies) does not spread. They are led by Lord Thanatos.   The Lower Court The Lower Court refers to the remaining bodies who typically answer to the Upper Court and are responsible for Universes, Realms, & Dimensions. The Lower Court administer reality with a fine tooth comb.   The Court of the Kami: Each Realm has an Eudotree, a mini Yggdrasil which connects all life in that realm, and each Eudotree has a Kami, a sort of supreme manifestation of nature. They are the managers of that realm and have a number of smaller Kami under them (a Mountain Kami or a River Kami) as well as Nymphs, and other supernatural beings.
