Fiura
Recently, the town has come down with a mysterious "Drowning Plague," from which victims appear to be suffering an effect like drowning, but without water in their lungs. Perhaps worse, the first victims have gone missing.
Fiura is a small, but notable fishing town on the northern coast of Baspia, relatively well-known for its busy fish market and large hospital.
Although it is technically ruled by a Lord Mayor, the leaders of the He Who Endures Hospital and Fishers' Guild share near equal power.
